Short description
Although for many enterprises and companies inhouse training has proved its worth as a means of skilled personnel development, at present only about one-quarter of German enterprises and companies actually do offer such measures. This may be explained not only with the macroeconomic situation and the costs of training. Quite often, a lack of information about the VET-system as well as fears of administrative red tape linked with the conduct of training account for this situation. Moreover, companies have been reporting increasing difficulties in recruiting young people suitable to fill vacant training places.
Against this background, the “JOBSTARTER – Training for the Future” programme was initiated in 2005 by the Federal Ministry of Education and Research. It forms part of the “National Pact for Training and Young Skilled Staff in Germany” signed between the Federal Government and representatives of industrial associations. Aiming at the improvement of regional training structures throughout the nation, the programme pursues as its central approach the networking of regional training actors in order to better exploit existing competences and company resources. It also seeks, through the promotion of innovative projects designed to meet regional demands, to ensure and enhance both the readiness and ability of SMEs to provide training.
Significant support in implementing these goals comes from the Regionalbüro Süd, one of four regional offices operated nationwide. Its tasks include the entrenchment and supervision of the “JOBSTARTER – Training for the Future” programme on the regional level – in Baden-Württemberg, Bavaria and Hesse – and the provision of support to the Federal Institute of Vocational Education and Training (BIBB) which has been entrusted with the implementation of the programme.
Aims
The programme pursues the following goals:
- creating regional networks of training stakeholders such as enterprises, associations, employment agencies, chambers, educational providers, communal and regional initiatives, societies for the promotion of the economy, as well as representatives of science and politics;
- introducing the programme throughout the regions – in particular, bringing to notice the modalities adopted under the JOBSTARTER programme to economy-related institutions, and assisting them in filing applications under the JOBSTARTER programme;
- providing advice and guidance with funding projects;
initiating and moderating the exchange of experience within the framework of workshops and expert meetings; - facilitating the transfer of outcomes and actively participating in programme-related public relation activities;
- identifying sector-specific and regional training potentials, and relating current developments to the programme management to ensure continuous improvement of the JOBSTARTER programme, and
- in turn, passing on information on amendments to the VET-system to regional training stakeholders to facilitate local work.
