Best Practice - Qualification of unskilled and semi-skilled workers

Research area

Training and educational planning

Short description

Unskilled and semi-skilled workers are still a real issue for the labour market. Experts say that the situation will even get worse. So  the qualification of this target group is  of vital importance. But concepts, that are based on the firms´ and the unskilled workers´ needs, are often missing. There are successful and fitting approaches, but they are usually limited on regional projects. So there is a great need for methodical distribution. Furthermore the quality of the concepts and methods differ from each other immensely.

These are the givens for the project to draw upon: The latest findings of qualification development research in the sphere of low-skill labour, together with an empirical analysis of companies’ requirements with regard to unskilled and semi-skilled workers, as well as this target group’s qualification requirements will form the basis for further action. Thus, subsequent to the compilation of topical fields relevant to the development of semi-skilled and unskilled employees, best-practice examples will be identified and systematised.
These examples, along with information on the preparation, planning and implementation of in-company qualification measures for semi-skilled and unskilled workers, will be brought together in a publicly accessible online catalogue. Those involved in the qualification process (company representatives holding functional and supervisory responsibilities, staff developers, representatives of educational providers and, as the case may be, competent bodies) will thus be provided detailed guidelines, tools and a systematic documentation of practical implementation to facilitate their work.

Aims

The project tries to help educational institutions and firms to qualify unskilled and semi-skilled workers.

  • There will be a online-catalogue, which provides the reader with successful concepts and methods;
  • Proven methods will be documented to improve the quality of the concepts´ design;
  • The qualification of unskilled and semi-skilled workers in firms is of great importance. So in this project the needs and possibilities of businesses, especially of small and medium-sized businesses, will be allowed for.
