Internationalization of vocational training

Short description

Adolescents with a migrant background are especially disadvantaged in the German education system, but also German adolescents with a low chance education have to face a crowding out during the transition between school and working life. These scholars have to compete with graduates of higher educational achievements over training positions in the German dual vocational system. Young people from the socially disadvantaged stratum, with or without a migrant background, have less chances to be integrated into the labour marekt. Especially school leavers with a low chance educational background cannot manage to access working life or a vocational education without special assistance. Problems increase in congested urban areas where up to 60 percent of all scholars in a general secondary modern school have a migrant background. These scholars have to face accumulating risk and exacerbating factors, for example: low achievements with a higher rate of repeaters, restricted language skills because the colloquial langauge at home is not German, parents without professional education and parents being affected by social exclusion due to financial restrictions and unemployment.

Even in times when the situation on the labour market was more relaxed, educationally marginalized and disadvantaged adolescents could not achieve a higher percentage of training positions. These circumstances require special attention and assistance to improve the transition between school and working life and to achieve a more successful integration into the labour market and thereby into society.

The focus of this project will be placed in the region of north Bavaria, the metropolitan area of Nürnberg and surrounding communities.

Aims

The aim of the project is to ensure quality standards within the regional transition management and to develop and test a training concept for youth and social workers (professionalization of the target group). The quality standards aim for an increase of labour market integration of disadvantaged youth. The modularized training concept conciliates knowledge of the labour- and vocational market and the transition opportunities like pre-vocational training. Youth and social workers also get training on how to handle disadvantaged youth, conflict management, abnormal behaviour and social connectivity like intercultural competencies.
