

The entry-level qualification scheme for young people (Einstiegsqualifizierung für Jugendliche, EQJ) is a long-term occupational work placement scheme which was started in 2004 within the framework of the “Ausbildungspakt” (educational pact) arrangements. EQJ is intended to facilitate the entry of young people with limited career opportunities into vocational training, and also to involve companies in training which have not been so involved to date. EQJ has proven itself to be a useful tool. Particularly noteworthy has been the sharp increase in acceptance on the part of companies and young people. The Ausbildungspact was extended by central government and business in March 2007 for 3 years, until 2010.
Since 2005, educational providers have also been able to participate in EQK, in order to assist companies in the organisation and support of work placements and so contribute to the qualification and support of young people. This is, however, under the precondition that the EQJ is primarily carried out within the company. This step is intended to further ease the entry of companies into training.
